Hi! I run the Neighborly Sims fansite, on which I predominantly offer brand new neighborhoods for your enjoyment. You can either download just the SC4 Terrain Files, or you can download pre-decorated neighborhoods, though sometimes those might not work for you if you don't have the same EPs and SPs that I have. You can ALWAYS use the SC4 Terrain Files, though.
One of the hardest things for most people to grasp when designing new SC4 maps for TS2, is the difference between the street grids. There are a few tutorials "out there," and I've used several of them myself. However, I've been meaning to write one myself, for several months now, and it has just been completed.
If you're interested in learning a little more about making SC4 Terrains for use in TS2, through a simple pictorial tutorial, please check out this page:

Most of the other tutorials I've seen focus on the tools, which you need, also, but if you don't know the grid conversions exactly, it can be VERY frustrating going back and forth. Once I figured those out, it made testing a WHOLE lot easier. :-)
In case you didn't know, I should have mentioned in the tutorial that you can go back and forth between God Mode and Mayor Mode, also. Once you are in Mayor Mode, hold down the Shift/Ctrl/Alt keys and press the God Mode button, and you'll get the FULL God Mode controls back, for more sweeping changes to your terrain. When you're ready to fine-tune again, just go back to Mayor Mode. :-)
