Wow, news to me.

Is that you, Lander-sama? |
Quite possible. I've used that as a backup nick several times.
Also, your nick looks familiar.
Where would I know you from? |

Nightstar IRC? A bloke called Samalander used to run #egs before leaving it to Necomancer. _________________

That'd be Samalander. ^.^
This group was origionally a patchwork of players who all wanted to game but none of them could make the required gametime.
As for IP tracking... that's going to be a problem. AFAICT, that's pretty much how PHPBBs work, isn't it? Which means Nightstar would have the exact same problem? Troubling.
What does it take to have an international tunnel? Can such things be Arranged by others, or is it a huge headache? |

Do circumventors like www.owlheart.com and www.sourmind.com do anything about that? _________________

His ISP randomly changes his IP every couple of minutes. As long as those allow sessions to continue regardless of IP, they might help.
I'm sure jerith is not the only person in ZA to encounter this problem. There might be a solution or workaround in existence already. _________________

It's not an IP changing randomly every few minutes, it's every request going through a randomly chosen proxy server. There are ways around it: tunneling to a proxy in another country, hitting submit multiple times (10-20) until I get two consecutive posts from the same IP, etc. All of them are tedious and inconvenient.
It's not a standard feature -- if it exists at all, it's optional. As a security feature, it's supposed to stop session hijacking or something, but it doesn't really work. It's also done for load balancing if you need a single forum hosted on several machines -- the incoming IP (as opposed to the session id) is used to load-balance between a bunch of forum servers.
There aren't that many places that do the IP tracking thing. There are better solutions for pretty much everything it's useful for, but they tend to be more difficult and/or expensive. |

The admin says they'll ignore the last octet in phpBB 3. We can theoretically apply to upgrade our forum, but for that, we need our forum admin's password. Which we don't have, since our forum admin has been AWOL for a long, long time. _________________

Well, hm, I don't think so. What I could do, with administrative powers, is change The Arbiter's forum password, and puppet his account for the move. There are a few problems with that, however:
- that's unethical,
- and also bastardly,
- and risky, being probably illegal in the face of the forum rules somehow. _________________

What are our chances of tracking down The Arbiter and convincing/coercing him to give up some authority or else come back and post?
Also, what was the result of trying the proxies/circumventors? I might have a few more tricks up my sleeve depending on how those worked. _________________

Which part of my post indicated that I might be the least inclined to do it?

I'm bothering him by email. This is unlikely to work. I also have his meatspace address, somewhere, from the time when he had to use it to register the d20rpgs.net domain. I specifically remember putting it in a text file, but I forget where I put it. The information might still be in the DNS databanks, for all I know. _________________

| Now I can imagine you tracking him down physically, knocking on a door somewhere and shouting "Oy, you! Hand over your admin password!" |

I would happily do so, except that he'd have no idea who I am? Ditto phonecall.
